To build the antenna, I have first used the JAVA calculator from Jean-Coppens with the following value.

Design frequency  = 137.5 MHz
Number of turns  = 0.5
Length of one turn = 1
Bending radius  = 10 mm
Conductor diameter  = 12 mm
Width/height ratio = 0.44

Since the 1st of March 2008 The NOAA PC is turned ON only when a NOAA sat is passing. Wake up mode is made via the ACPI 5 -WOL
